I just refurbed my controls. All I did was completely take them apart, scrub them in a sink with some steel wool, and put them back together. No more binding, the levers will actually move without resistance. A tiny little bit of Triflow for lube, and I'm really happy. I thought the cables were the source of the binding, but it was just dirt on the controls. The black paint was chipped on mine, too, but I took that paint off with carb cleaner- much better.

You can get the stick on weatherstipping at Ace hardware. Comes in
lots of sizes. Works pretty good. A can of lysol is a good idea sometimes
