What solenoid? The starter Solenoid would not care how high you revved it.

Disconnect the Solenoid starter wire engage wire. Measure the volts with the truck off and with the engine running the wire will read 0Vdc. It will read almost battery voltage with the switch in the start position only.

Make sure no other wires are attached to the engage wire. Make sure the ignition Hot wire is not engaged to it. The solenoid grounds it's coil through the mounting bracket make sure the bracket has a good ground.

The solenoid will burn up if the engage wire stays hot for several minutes since it is not designed for continuous use. Do not use a Solenoid for a motor later than 1980 the current requirement went down due to continuing the lowering of compression ratios.

a bad ignition switch can cause this by doing what kid posted about the engage wire having power when its not supposed to..

you can ford a river or stream and get to the other side, if you dodge it you will not, and if you drive a chevy to the levee it will run dry and the music will die.

If the solenoid is engaged the starter should be engaged. The starter would probably burn up before the solenoid if it's engaged with the engine running. Most solenoids that are replaced aren't bad, it's more likely a bad ground or other connection or low battery voltage.
