I'm reviving this from back around the first of April because... I got the fuel gauge fixed. I'll try to detail the repair just in case anyone here runs across the same problem sometime in the future:
1. The fuel gauge had a good ground.
2. I tested two sending units. The original and one I purchased from LMC. They both tested good.
3. Once I knew the high and low parameters (Ohms) were okay, I hooked the sending unit to the orange wire that goes over the top of the cab and terminates under the dash at a female connector. I again tested with the VOM and got a good reading for both empty and full.
4. I plugged this wire with the female connector into the orange wire with the male connector that disappears into the wiring harness and appears again at the #3 pin on the instrument panel connector. Here I could only get a reading of 23 Ohms. Not good. I suspect that somewhere in this short run of harness there exists a short or ground that is causing some resistance.
5. The fix was to simply disconnect the orange wire that comes from pin #3 in the multiple connector from the back of the fuel gauge. Run a wire straight from the female connector coming from the sending unit to the fuel gauge. Voila - it works.
I don't know what is causing the problem in the harness. It seemed to be way to much hassle to cut into it and trace the problem down. It isn't effecting any of the other gauges so I call it a done deal.
