Well, the seat actually turned out to be from a 2004 F-150. I stripped off all the tracks and brackets, leaving just the seat to work from. I re-used the original 1968 brackets. The only mod I did was to drill new holes to bolt up the old brackets. The new holes needed to be exactly 4" closer to center on each side and I had to move the hole on the front of the seat outward a bit. Installed this way, the new seat sits lower than the original.
The 2004 brackets would not not allow the seat to sit flat on the floor because the configuration was completely different. I may try to work in the 2004 tracks and use the 68 tracks as a stationary mount and adjust the seat using the 2004 mechanism. This may raise the seat up and allow the smoother working adjustment to be used. Or, I could just make up some blocks and use them to add height to the seat.
