mine were doing the same thing, when i put fuse back in i turned my lights on and pushed fuse back and forth until it made good contact. I plan on pulling mine loose and getting the Dremel after all the contacts really good.
did you try turning the knob back and forth? just to make sure they aren't all the way dimmed, or maybe a bad spot in the switch.

maybe the ground on the back of the instrument cluster mount is bad.

The tiniest fuse in the middle of the fuse panel is for the instrument lights. I believe it is a 4 amp fuse. I believe it only has power on the fuse when the headlight switch is in the parking lights or headlights position, but it has been quite some time since I have troubleshot one.
Too many projects, too little time, but.. lovin' it!

The dimmer in the headlight switch sends power to the instrument lights (obviously only when the park/hd lights are on). Upon pulling mine out, found that the coiled wire (dimmer) on the switch was burnt off at one end. Just a thought if the fuse isn't the issue. Or possibly all the dash bulbs are burned out?
