'72 Horn Question

I have a '72 F100 that previous owners have put a little this and a little that and some of those into it so I have no idea what's stock and what's not. All the pictures I've seen must be for earlier steerig wheels.The steering whee I havel has two metal rings under it. One must be the contact for the horn. What's the 2nd one for.
Also, the steering pad backing has been broken and glued so many times that it doesn't complete the ground when you push it. Touch a wire to the empty hole where that horn carbon(?) goes and the other on the metal bar in the steering wheel the horn does blow. Is there a way to re-build the pad? It's $100 at Carpenters and every wheel I've come across in the bone yards have had bits and pieces missing.
