Help identify a part/electrical gremlins

While installing a new constant voltage regulator, I noticed this part attached to the output wire. It appears to have shorted out as the black casing has burn marks on it and the copper wires inside are exposed. Is it some type of radio filter? Where can I find a new one?

My fuel, oil pressure and temperature gauges are all not working. I installed the new constant voltage reulator and plugged in the output wire without the damaged part, but those gauges still won't work. Any ideas? BTW my truck is a 66.

Not sure what that is... on this 64 wire diagram http://www.tocmp.com/tOCMP/wiring/1964F ... 10_gif.jpg it's not on there...
Are you getting 12V to the IPVR (constant voltage regulator)? it should have around 5 volts out of it and it will probably be pulsating...

I'll have to track down my volt meter, I'm sure I've loaned it out to someone. My wiring diagram doesn't show it either. My shop manual says "to prevent the pulsating voltage from causing radio interference, a radio supression choke is connected in series with the constant voltage regulator supply wire." The supression choke isn't identified further or shown in any diagram, but I suspect that is what it is.

The bigger issue is the non-working gauges as all three work off the constant voltage regulator. I'll know more when I get the volt meter back.
