Tapping the interior light circuit for underdash courtesy

Whjere is the best place to splice in I plan on an inline fuse before the courtesy lights, also is this the same place to splice for a newer vehicle slowly dim out option?

Anywhere on the Black/blue striped wire... don't worry about adding a fuse this wire is already fused at the fuse box. The auto dim feature will only work if it is built into the light fixture itself (capacitors in the fixture).
