Sounds like something is overloading the system. One time i had a shop install exhuast for me. when they where welding it up, they cought my bed on fire where some oil had dripped through a rust hole and also while they was welding the opposite end they melted my wire hirness for the rear lights. they was all kinds of crosswiring.

fuse looks intact, windshield wipers still work (which fuze box says in same circuit?). Only thing that has changed, I installed one of those brighter headlights wiring kit, with the relays and all, and that was months ago, used the turn signals months and no problem. They all of a sudden quit blinking and don't light up in dash, yet will flasher under "emergency" circuit and you can hear that flasher. I installed new $3 flasher from parts store, worked a day and no turn signals. Installed another new flasher, this time a heavier duty "towing" or some such, it cost $4, didn't work the very first time. No other changes, no added bulbs/gauges/wiring/radios/switches, nothing. I do note the turn signals act like they don't want to come on right before it goes out, I kinda have to wiggle the turn signal stalk before the indash lights would indicate turn and shortly after they get finicky like that, this problem happens.

Sounds like your turn signal switch assembly in the column has gone bad.

Either that or cracked / broken wires leading to the column or the turn signal flasher unit.

The emergency flashers and turn signals use 2 different flasher units, and the two switches for them work independently, that is why the emerg. flashers still work.
