'67 ignition/starter problem

I am having a problem starting my '67. Here is what has been tried to this point: replaced ignition switch, adjusted NSS, replaced voltage regulator, replaced starter relay, replaced battery and battery cable/starter cable.

When I turn the key the starter relay makes a buzzing noise and starter will not engage.

Thoughts? :?

if the relay buzzes it is not getting enough power through it to turn the starter.

next time dont spend any money charge the battery and clean all the cables and connections from the battery to the starter relay. or it is a loose connection.

It's my son's first truck, so I planned on replacing everything anyway. It's a new battery, but maybe it was discharged to begin with.

I'll try jumping it off and see if it starts.
