It could also be the instrument panel voltage regulator. Check out this thread:

I got my two broken gauges figured out by a friend of mine that is also a Ford Mechanic at a dealership. He took took one of those voltage checking devices and for my Water Temp Gage that was not working...he showed me where the sensor was (on top of the engine manifold in front of the carb./aircleaner there is a skinny red wire that runs to a sensor on top of the manifold and it kind of reminds me of a tiny spark plug boot and plug...anyway he pulled the black boot off and tested it by connecting his tool to the battery and sensor while I watched my temp gage from inside the pkup cab....and my temp gage went wild...so I yelled to him and he said that all I needed was a new sensor..($6.95 is what I paid for it today) he said to be sure to wrap the thread w/ plumber tape and to wrap it opposite of the way I install it or it will come unwrapped as I install it. . . .He said that my gas tank probably has a brass ball float that after sitting for 3 years may have absorbed itself full of fuel and thus does not FLOAT anymore ....he said that it'd be easy to get to on mine because it's behind my seat.....and on the top of the tank....but I'm gonna wait a week or so until the 15 gallons of gas I just put in goes down some...so far I've just been topping it off every few days when the sloshing around sound gets quieter(as a result of less fuel) anyway I hope your problem turns out to be as easy a fix as mine....He said the 3 years of not being driven can cause some of my probs....
