Installing shoulder belts
How do I make this hole bigger (since it is off-center)? I have some metal nibblers but I don't know if they would work. I don't have tin snips or a grinder. Is the captive nut fixed behind this rubber plug or will it move when I remove the plug? Is it generally threaded or do I need to tap it?

you may have to run the bolt in there with some sort of impact or something. i have seen that problem before. the bolt may bend the cab metal out of your way enough to make the next good bolt go in. nikon4u 67 had the same problem with his drivers side botl hole. it was off center.

Use a die grinder or small file to cut away a little of the sheet metal.
Then, run a tap into the threaded boss to make sure the threads are clean.
Using an air wrench will only destroy the threads if the bolt is not started straight.

yes never start a bolt with an impact. it always tears the threads up. try to get it started in the hole. and use what ever you have to turn it.

A die grinder runs off of compressed air, right? Don't have an air compressor. Can you fit a grinding bit into a cordless drill?

they do make cut off wheels and grinding bits for drill and dremel tools also if you have one of those.

Mine was the same way on the driver's side when I installed my shoulder belts about a month ago.
I used tin-snips. It worked great, took about 2 seconds, didn't have to cut out much to give clearance to the nut. Then I just poked around with a small screwdriver to get the rubber that was in the nut.
It's threaded and captive.

I thought tin snips might be too big to get under the edge of the metal.

that depends on the setup you get. but probably on the floor in place of the old belt unit.
