seatbelt mounting..

Can anyone tell me how the seatbelt was mounted to the floor - the way it came from factory?
Im talking about the part of the seatbelts toward the center of the seat, not the part that winds onto the coil.
Youve got the belt, a bolt, and what kind of washers in what order. I want to set it up as it came from the factory. There isnt a parts manual that shows the bolts and washers that I know of.

the belt goes on the floor then the washer on top then the bolt through all of it. the bolt has a shoulder and will only go so tight into the floor leaving the belt loose to swivel so the user can wear it.
