Dome light won't turn off with fuse in fuse block.

I went to replace the fuse for the dome light/cigar lighter on my 1970 f100 and found that there was no fuse. When I put a fuse in, the dome light is constantly on. I checked the headlight switch to make sure the dome light wasn't turned on there. I checked the door switch to see if the dome light would go off with it pushed in. I assume the previous owner pulled the fuse because the light would not go off. What can I check to fix this issue? Could it be a problem with the headlight switch itself?
